Purpose

To establish a federal administrative and civil-rights framework recognizing Foundational Black Americans as a distinct American ethnic group whose collective identity is rooted in the United States and in the experiences of people subjected to American slavery, Reconstruction-era racial violence, Jim Crow, and subsequent systems of exclusion.
